The first person to claim the adoptable gets them. However, if the adoptable is not finished within three weeks the position will open up again. If the adoptable's rper becomes inactive over two months the adoptable will be put into the NPC category unless otherwise dictated by the rper.
When adopting Weyrlings from an IC hatching, you may only adopt if you have less than two weyrlings from that clutch already.
